Housing

Without shelter, the harsh Canadian climate would eventually claim even the heartiest human. With this in mind, our unique and diverse climate requires special housing considerations (e.g., winter heating and summer air conditioning), not necessary in many other parts of the world.

Regardless of the inhospitable realities of life in Canada, we believe everyone has a fundamental right to a basic standard of living accommodations. The RPC will look to modern socialist examples already in practice, such as the desirable, high-end affordable housing in Vienna, Austria[1][2].

Priority:

Short-Term
The RPC will entirely prohibit new purchases of Canadian housing by foreign entities (e.g., corporations, governments) and individuals, except for personal use by those with permanent residency (PR) status. Additionally, we will impose a scaling "empty home" tax which increases each year to encourage existing foreign individuals that own housing in Canada to sell if they're not still living in it. Foreign entities and individuals who own Canadian housing as investments will be forced to sell all their Canadian holdings and subject to taxation on these sales.

Priority:

Medium-Term
The RPC will prohibit corporations from owning, acquiring, and operating housing of any kind in Canada; we strongly believe Canadians should control their own housing situation and that the only way to permanently ensure affordable housing is to entirely remove the motivation of profit. Similarly, individuals will be limited to owning one additional housing unit for personal use (e.g., cottages, winter homes), but will be entirely prohibited from owning multiunit dwellings (e.g., apartment buildings).

Priority:

Short-Term
The RPC will legislate national investment in the construction and operation of no fewer than 3,500,000 new units in the next 5 years, including supportive housing units and build or otherwise acquire a minimum of 1,000,000 units of non-market, co-op, and non-profit housing. The vast majority of which will be built as medium- and high-density units on land already zoned for residential or mixed-use properties, as opposed to opening protected lands for new development.

Priority:

Immediate
Already established in the National Housing Strategy Act (NHSA)[1] as a fundamental human right, the RPC will add these same guarantees to safe, reliable access to housing to the Canadian Charter of Rights and Freedoms and legislate the availability of housing that meets all the personal needs of every Canadian. To be clear, this means the RPC will commit Canada to end homelessness regardless of the financial cost.
